For example did he sound Indian, or Chinese maybe?

They're making these calls over the internet now, so it doesn't cost them anything to dial phone numbers in the USA. Unlike the pre-internet days, when long-distance phone calls used to cost more than they make in a day.

His English was much like the Indians I worked with and unlike the Chinese and Japanese I knew.

The caller ID was spoofed as a local cell number with only the last 4 numbers different than mine.

I have Nomorobo software that catches about 98% of those calls and marks them as "spam."

Life is so much easier now.
