Anybody use 'telegram' ?

A friend sent me a text that has a video on telegram. I looked it up and saw that it was created
by two Russian brothers and is now headquartered in Dubai. Is it OK?

... but if you are in it for the privacy, Telegram offers only end-to-end encryption in Secret Chats plus voice and video calls. WhatsApp and Signal use end-to-end encryption – meaning nobody but the sender and receiver can see message content – on all their chats and calls by default.
