According to the story, a track-inspection robot is the one who has to decide whether to waste one person or four.

Asimov's First Law of Robotics is, "a robot may not injure a human being or, through inaction, allow a human being to come to harm."

So the obvious answer is, the track-inspection robot needs to jump in front of the trolley. In the process of creaming the robot, the trolley will bleed off enough energy that when it hits the wall the miners in the car won't be injured all that badly, if at all.
