my grandmother had an arrangement with a man who raised pigs. She gave him all the scraps from her cafe every day and in fall he paid her in pork.

Some of that pork was in the form of things I wouldn't touch with a ten foot pole but some was BACON!!!!!

... here's the explanation from my experience:
.
We had them in the mess halls in Ft Knox basic training (edible & non-edible). You would scrape what was
still on your tray (other than your dinnerware) into each garbage can. One was for food scraps and one was
for what would now be considered recyclables and such. I don't know what the financial/porkal arrangements
were, but the edible table scraps went to local pig farmers for their animals.
