something that may have been melted by the exhaust system (pipe nearby).
Are all lights working? Any 'dash lights' indicating a problem?
Something 'somewhere' is probably not working - notice the 'zip-ties' around whatever it is that's hanging.
Good luck getting is solved....

Like if you have 'comfort' vs 'sport' suspension you can choose, my guess is it's part of the mechanism that implements it.

and very easy to check. If that's what it is, pulling up/down on the e-brake in the car will feel 'wrong' i.e. not like it used to.

probably used for support of something, the c-clamp looking thing either clamps around a tube or holds something else … those are rubber bumper/vibration suppressors on the cable …
Temp tie it up to something and get to a mechanic for inspection on a lift

There are pictures of a parking brake cable for a Challenger online, and the ends are different. Also, the pictures of the cable routing for this car don't show that bracket the cable is attached to. But what makes me suspicious that it IS a parking brake cable: I zoomed in and there's a steel cable with a frayed end sticking out the side of a cable sleeve at the end lying on the ground.

So...crawl under the car and inspect the brake backing plates on both sides. If there's a cable and a hose attached to the left side, and just a hose on the right, what's lying on the ground is the cable that should be hooked to the right-side brake.
