You had children working in factories, risking life and limb twelve hours a day under Dickensian conditions, and the era's moralizing muttonheads were worried that young kids were rubbing one out in-between death-defying stints at the loom.

So much so, that they felt compelled to invent chastity-belt contraptions to protect the morals of children who, if they were going to go blind or lose their senses, it would be due to the working conditions, and not any solitary recreation.
