So Abbott is claiming they're going to go from worst to first. Easy peasy. And as pointed out, always could have but just didn't.


*Numbers from 2019. Alaska is worst per capita.

I also notice he said he would take rapists "off of the streets". Most rapes do not occur on "the streets" and is usually someone known to the victim.
