Those pups are all over him,I think he is trying to escape the licking and pawing.
I wouldn't let puppies swamp my cat like that.

We have a couple of cats and a couple of dogs (both in the 15-25 lb. range) and they all get along well. It's a good dynamic between them but it took time to build that trust. I would let the cat get to know the pups one-on-one and let things take their course.
The kitty showed a lot of patience with the whole group, though. It looks as though the cat is pretty socialized with dogs.
