Wont they still be dead no matter how long it takes to get there?

OP
They are not declared no-hopers until an official determination of death is made

Actually I was watching a TV show where a police detective found a dead person and called it in.

It's fiction so it has to ring true but be a little exaggerated at dramatic points. . . nt

... regardless of phoned in reports from the scene.

The ambulance shows up sirens wailing and lights flashing. I guess an EMT has to confirm that the dead guy has in fact been decapitated!
I know what you are saying though!

is when the cops or the good guys go somewhere and always find a parking spot right in front of the house or building, even downtown.

instead of turning the lights on. Drama.

Fire, paramedics, ambulance, police, and "crisis support" to help next of kin as they arrived on scene.
She was obviously very dead, but the first thing they did when they arrived was to wire her up to a monitor, and then pronounce her only after that.
