(I'm not a florist) ... but the florists can soak the cut stems in color dyes and dye the tulips to designer colors.
For example if a bride wants a special shade of pink to match her bridesmaids' dresses, they can dye the tulips to that color. If it weren't for that I don't think many people would buy the white tulips. Some would, but most wouldn't.
