Advice on home for elderly mother in law

So my mother in law is in an apartment above her daughter right now, but her daughter and husband are buying a home and won't be able to take her. She's on a fixed income, but did OK, take home is just over $2K a month here in West Michigan. She has no assets, but has been approved for up to $110K to buy a home.

OK, so she's not going to get a house for that here, but I was wondering what people would recommend for mobile home/ fabricated home parks? For the loan to work, she'd have to own the land, so do mobile home neighborhoods have the land owned by the tenants? Don't know where to start and Googling just comes up with a bunch of advertisements with no real info on what might be best for someone in her situation. Anyone know some of the facts around this? Where to start?

Just saw article this morning about investors gobbling them up!

Not sure about whether there are any where residents own land.

I would be very wary of any HOA or anyone having a say in or interest in my property!

Here (Memphis region), it has become a thing for criminals to just forge a signature on a quit claim deed, file it, & the burden of proof is, of course, on the owner. Almost always elderly owners.

In TN, it is a class E felony, but rarely prosecuted. 7,500 of these cases documented since 2018, per the article.
