I wouldn't doubt some idiot lets his dogs out to wander the area; that dog was very healthy looking and friendly, and was apparently one of three that got into the park. The Gorilla habitat is near the entrance in an area that has more of a steep plant covered "mound' as a barrier just inside an open slatted fence. If the dogs could get past the fence, they could possibly climb the mound to get into the park where all those wonderful smells are emanating from.
I wouldn't be surprised if the "owner" even knew his dogs had gone into the park.
