There are several photo animation filters out there, with the most popular being on Tik Tok and My Heritage. The trend was originally using old pictures....as a way to see faces move in photos. People do it with photos of deceased relatives fairly often and it gets emotional. My heritage created such a filter for that reason.

This particular video is from Tik Took using their filter called "photo animation." The doll is a Reborn Doll - and those can be creepy in their own right. LOL. You can use it one photos, dolls, statues, paintings, people, and the occasional pet depending on how the filter reads the face.

Just give a google for "photo animation filter" or "dynamic photo animation filter" and you'll find many examples.
