Twitter charges their advertisers based on the estimated number of impressions (i.e. eyeballs on the site), not clicks or engagement. So anyone using twitter even just to read is contributing to Twitter's revenue stream. The standard seems to be per 1000 impressions.

If you are on the site, even just scrolling, that counts as an impression for each and every advertiser.
