There are two different cartoon dogs that said this quote.

One is Astro Jetson and the other is Scooby-Doo. I have no clue who coined it first and who gets the credit, although Scooby-Doo most likely said it every episode.

Wile E. spoke in the episodes with Bugs. He introduces himself as "I am Wile E. Coyote, super Jeeeennne-Yus".
Dagnabbit might be Deputy Dog, but I didn't hear "dagnamit" so that might be wrong.

Once, long time ago, I met the artist/cartoonist that directed Road Runner Cartoons... A man named Chuck Jones. You can look him up. He is on the internet. He also won an Oscar for directing cartoons. He had a long career at Warner Brothers cartoon shop. I had bought a print from him, and he appeared at a conference and I got him to sign an autograph.
