when my son was in 2nd grade was why I moved him from a very good public school to a vastly better (for him) private school. The teacher was describing a kid I didn't recognize. I understood he needed a lot more organization, to be held to high standards, and they weren't doing that for him. We'd actually already moved his older brother into that private school, thinking younger son would follow several years later. Instead, we sent him to the private school the very next year, third grade for him. I'm only sorry we didn't transfer him earlier.
