Wheelchair bound person?

I would recommend they be limited to 15-20 mph, with a 10 ft flag like off road vehicles are required to have. I would like the flag to show a wheelchair in bright orange!

And how to lock up the attachment of if it folds up and could be put in a basket attachment like 3 wheeled bicycles have on the back.

6. Leave out the motor, and you've got a (hand-cranked) recumbent bicycle. Street-legal ? Of course!

When I was at MIT (late 70's) there was a student who rode one of these through the hallways.
