A broken clock is still right twice a day UNLESS....

....it is one of those digital clocks where if the power goes out, it reverts back to a blinking "12:00" but then continues to progress forward by the minute (12:01, 12:02, etc.) after power is restored.

Am I right about that? I think I am.

and come back at 12:00...I think you would be correct.

But, that clock is not broken...it just needs to be reset.

I could as easily say a clock isn't right twice a day if it's set to the wrong time, or a clock isn't right twice a day if I break the hands off it.
