I pop the "head" off, there is a light dusting of whiskers inside.
Is this unusual?

We have not one though, but two of those Wal-Mart superstores.

a guy uses all the razors for a month before they're sold .If the whiskers aren't bloody you're safe .

I've never had that with a new Norelco. They would never test each razor on a face before they sell them.
Take it back for a replacement if it bothers you enough.

I brushed it out well, and it works just fine.
(Lot quieter than my old one!)
