you need an analog to digital converter of some sort...usually in the form of a video card that accepts analog inputs

I have seen some people take high-quality digital video of a TV screen, or similar, which would be the easiest way

10 years ago I used my graphics card, which had a capture function, but my CPU and harddisk were too slow.

Install the software, plug one end in your computer, the other into the camera, hit play on the camera, record on the computer.

These are really inexpensive now, even $12 or less some internet places. The common one I see is called EasyCAP, reviews say it can be tricky to set up.

If you don't have the camera it's sometimes easier to send the tape off.

I have an old, pre-digital dvd recorder, it works just like a VCR, but with DVD-R or DVD-RW disks. I generally use that to make a DVD from the camera output. Then I use Handbrake to convert the DVD to whichever computer format I want. When I'm done I throw the DVD into the boxes full of photograph negatives, 8mm film and camcorder tapes as a favor to the next person who wants to convert or duplicate the stuff.
