I'm thinking of combining that idea with straw bale raised bed gardening. First year, use the bales to make a pool; second year, plant stuff in the old bales; third year, spread the rotted bales to enrich the ground. Having the tarp over the bales the first year will keep them from rotting too quickly and kill of any weeds in the surrounding ground - a bonus, depending on your spot.
