I had heard that saying for years but never saw it done. Towards the end of the film the racist is exposed as a hypocrite and the crowd turns against him. They ceremoniously carry a long rail into the assembly hall and then 'ride him out' on top of it.
The movie is full of funny references like this. I love it more each time I see it.
