They were just snuggling for warmth, as they would do with a duck mother.

It turns out this happened in Ireland and the ducklings were actually nursing, or at least had their bills attached to the mama cat's nipples. Amazing.

Ducklings will imprint on anything at that age as their mother.

We once had a cat in which the mother was hit by a car when her kittens were two weeks old. The family had a black lab with puppies about tge same age (imagine that). The mama lab nursed the three kittens in addition to her four puppies. Our cat loved to play with the neighbor's schnauzer.
