A quick question for mechanically inclined.

I'm trying to swap out tires on a mobility scooter. The tires and rims are the same size but one has some type of axle going through the rim, the other does not have the axle but threads a bolt directly through the rim.

I see some type of clip that may be locking the "axle" does anyone know how this type of clip works and do you think that the axle is removable without separating the two sides of the rim?

They make special pliers with straight or curved noses that fit into the holes on the ring to expand and removed it ( and to replace it )

Remove the ring, slide wheel off, put new wheel on, re-install snap ring.

Good to go.

I took a closer look and it seems that I will needing the pliers. It is very tightly closed and in combination with the axle spinning the pliers seem a must. I appreciate knowing what to call them and the explanation on how they work.

Do not try to remove/re-install the snap ring trying to use two pointy objects. Chances are you'll end up lancing yourself, and invariably the ring will slip, flip and flutter into to oblivion of the worlds best hiding place; and then you'll need to have to find another one.

Snap ring pliers range in price, with the cheapest ones being very affordable. The better ones have reversable handles/jaws that allow you to choose the geometry of the pivot/hinge point. This can be handy if you want it so you compress the handles to expand the ring. makes it easier and more comfortable to manipulate the whole deal.

I'll probably go for a fairly cheap pair since I will probably never use them again. I only have a Pepboys, Lowes and Home Depot around me but have multiple Autozone type places a half hour or so away. If you think one of these would be okay let me know. The harbor freight is over in that half hour away area but there are many more choices if I go down there.
