I'm talking about characters who just blow you away in their portrayal and stick with you wherever you go. Good guys, bad guys, main characters, supporting characters....it doesn't matter. In one way or another, they just have to be bad-ass and command the screen and your attention whenever they are on it.
A few of mine, in no particular order:
Livia Soprano from The Sopranos
Tony Soprano's cold-hearted, manipulative, ever dour and arguably sadistic mother. A character so dark hearted she sends even a ruthless gangster into therapy. The last scene between Tony and Livia (other than the somewhat awkward CGI scene filmed after Nancy Marchand's death) is classic. Tony storms out of the house in anger and trips over some steps. Livia is seen quietly laughing until Tony turns his head, and she immediately fakes a cry.
Omar Little from The Wire
Take an outlaw out of the Wild West from some spaghetti western and place him in right into the middle of the mean streets of West Baltimore, and you've got Omar. Funny thing was, as badass as he was, he was far from the most immoral person on the show, living by a special code. Omar comin'!
Old Georgie from Cloud Atlas
A devil figure to Tom Hanks' post-apocalyptic tribe in the final story (chronologically) of Cloud Atlas. Old Georgie appears mysteriously to Zachry (Hanks) at numerous times in the story to feed his cowardice and tempt him into doing wrong, and this literal inner demon becomes as much of an obstacle to Zachry as the warring cannibal tribes attacking his people. One of six characters in the film played by Hugo Weaving, who delivers Old Georgie's lines with a classic gravelling creepiness.
Tyrion Lannister from Game of Thrones
Pretty much everyone in the Lannister family is as despicable as they come (okay, Jamie's a little bit of a mixed bag, but still)....and then there's Tyrion, who is impossible not to love. Tyrion gets all the best lines in the entire show, and via Peter Dinklage, they are delivered perfectly. And yet he's far from being just the show's comic relief. Oh, and he also slapped that little shit King Joffrey....really hard. That alone makes him one of the coolest characters ever to grace a television screen.

He's just so sarcastic and snarky and has the best quips. The best humor often comes from the greatest pain, and Chandler sure has a way of covering up for his dysfunctional upbringing. Mom was an eccentric romance novelist who looks a lot like Morgan Fairchild, and dad was a Vegas lounge singer who looks a lot like... Kathleen Turner. At his best, and most adorkable, when he's throwing good-natured barbs at his buddies -- and especially when he's being self-deprecating. AKA "Chanandler Bong," at least according to the bad spellcheckers at the TV Guide department of address labels. Best friend of Joey Tribbiani, a slow-witted aspiring actor; Ross Geller, a nerdy paleontologist... and two unexpected roommates, a chick and a duck.
Chandler: How about, Joey... Switzerland?
Shawn Spencer, Psych
...is just like Chandler, but with extra "magical powers." Shawn loves '80s nostalgia, playing fortune-teller, picking on anal-retentive cops, pineapples, Kit-Kat Bars, and of course, the darling junior detective of the Santa Barbara P.D., Juliet O'Hara. He even managed to outwit a mad-genius serial killer using only his great skill at deductive reasoning, razor-sharp analytical abilities, and encyclopedic knowledge of Val Kilmer flicks. Despite his often disorganized train of thought and tendency to randomly jump into a conversation with the occasional Duran Duran song lyric, Shawn has a knack for always solving the case -- and, just like any goofball boy-next-door in one of his favorite John Hughes movies... always unnerving his old man, and always getting the girl.
Henry: ...What?
Shawn: Oh, come on! These are iconic film references I'm making, here!
Lloyd Dobler, Say Anything
King of the ghetto-blaster romantic gestures. Humble, aimless, yet unwaveringly idealistic -- the embodiment (and a damn fine one at that) of unshakable American optimism. Lloyd is a middling C student just graduated from high school in Seattle. His parents are split; his dad is away in the military, and he has no one really to rely on besides his stressed-out sister (a single mom with a 4-year-old son), and his gal pals, emotional rock chick Corey and her quiet sidekick D.C. That summer, Romeo decides to "marry up" in a way -- by aiming for the heart of his too-good-to-be-true, well-off Juliet, the ambitious yet sheltered valedictorian Diane Court.
He's only got a few minor obstacles standing in his way: her impending trip to England, where she plans to study biochemistry (!) on a fellowship; his own social circle, who think he's setting himself up for disappointment by aiming way out of his league; and especially Diane's father, who has made major sacrifices, including breaking the law, for his daughter to achieve everything her heart desires -- and has no interest in seeing her derail her plans of success for a guy whose sole ambition in life (besides being with Diane) is to "kick punching bags" and become a would-be Van Damme.
But Lloyd perseveres, and ultimately triumphs, winning the heart of his beloved and even boarding the plane with her. Shakespeare had nothing on Cameron Crowe, or John Cusack -- this all-American Romeo, with his Peter Gabriel tape all loaded up and ready to play, gets to revel in a happy fairy-tale ending.
It's a love story... can't you just say, So?

Stone cold badass with lots of hilarious quips.
Dignan in Bottle Rocket - Overall, it's a pretty uneven movie, but pretty much every scene with Dignan is gold
