Why does my cat do this?

The cats and dogs use the same pet flap to get outside. One of the cats sits outside and runs her paw up and down the flap pushing it in and out without coming in. She'll sit there doing this for about 5 minutes.

power over something since there are no real mice in her life and she's not a fan of the fake kind I buy her.

It moves. It's like a cat 'pawing' something along the ground just to move it. Cat's are very attuned to movement and like to initiate it in their playthings. I'd say your cat is playing with it.

That's my guess.
