You can't find a place to park anywhere that isn't infested with furniture and shit stuck out in the street.
It's something the cops are going to have to deal with.
IIRC it started out as a winter convenience so that you could use the same spot you cleared of snow until the road was clean. Now it's year round and spreading throughout the city.
