Put Mick Jagger's voice on this and I'd have a very hard time to not be convinced it was an original stones' song.

Others have provided good reasons why it catches the ear.
If you dig that sing because the riff grabs you, check out "Panic In Detroit". There's 2 hooky riffs in that song.
BTW: Rebel Rebel was a song Bowie wrote, with Alan Parker's help, in about 2 hours, because the producer said they needed a hit single.

which shares the same origin and influences. around the same time Lou Reed had a trans lover and Bowie admitted to being bisexual.
