Here are some pictures of Passau. It ia located at the confluence of the Danube (Danau), Inn, and Ilz. I does get some flooding historically. The last big one was 2013. !0 meters above normal.

3. Real nice selection Old Crank. Especially the cyclist in motion and red flowers' shadows.

4. Could that 'mill' have been a customs house ?

If there's a similar building on the other side of the river, they probably stretched a chain across the river at that point to stop barges until they paid a toll, then lowered the chain by means of a windlass.
