it would probably be illegally obtained here in the USA.

So long as you are at low altitude and not flying them commercially, you are generally OK.

of the "harassing wildlife" laws and the way they often get interpreted.

But I live in Texas where I'm sure there probably aren't any.
I've shared thermals with buzzards in a glider. They will let you get very close and amazingly just don't seem that interested.
