chinese windmill palm. it's a temperate species and quite cold tolerant, but i wouldn't have expected them to be hardy in maryland.

This is southern MD, 60 miles south of DC, and this spot is protected from wind, facing SE; 32 degrees now both here and around the corner of the house facing NW, subject to wind, tho no wind now.
