It does have that painterly texture. But it is strictly a photo, albeit one that has been pretty highly messed with!

I realized rather quickly that this would not work well since it was so blurry, so I decided to photoshop the hell out of it.
I just kept playing around until this version showed up and I thought it was interesting enough to post.
That was pretty much it!
