I do not see this law as "Stupid".

I found a site that lists "Stupid Laws" around the country. So out of curiosity I picked Arizona.

http://www.dumblaws.com/laws/united-states/arizona

It list this one:

It is unlawful to refuse a person a glass of water.

And then when you hit the "About this law" feature. you read the reason.
http://www.dumblaws.com/law/32

About This Law:
In the summer-time, with temperatures reaching topping 120 degrees,
often people will need water, but may not have the
money to pay for it (mainly applies to homeless).
Hence, the law. It is very much in effect today, with
businesses being reported (and heavily fined) who
refuse to supply water to those who ask for it.
Convenience stores are the primary businesses who uphold
this law.

I guess if one has not spent a summer here, they may see it as 'dumb'. It is the only reason I can fathom why one would list it as 'dumb'.

But I can't, I see it as a possible life saver!

and we're protected by altitude from the worst heat.

I don't know if it's illegal to refuse anyone water here, but I do know it's immoral. Even as a fresh Boston transplant I'd give water to anyone who asked for it.
