DiNapoli still skeptical of Cuomo’s projected budget surpluses

Comptroller Thomas DiNapoli largely offered praise for the state budget enacted in March in a report today, but the report was skeptical of Cuomo’s pledge to stay under a 2 percent spending cap.

Cuomo has estimated that the state would have as much as a $2 billion surplus in two years if it adheres to his 2 percent spending cap—which he has kept to since taking office in 2011.

But DiNapoli’s report says the state doesn’t outline how it would achieve that savings past next year. The state’s financial plan, DiNapoli said, shows that budget gaps would be $1.8 billion in the 2015-16 fiscal year and $3.4 billion in the 2017-18 fiscal year.
