The coming battle over an ‘unprecedented’ Indian Point shutdown

ALBANY—The state is leaving some of the details of a proposed shutdown of the Indian Point nuclear power plant for later.

As first reported last week by Capital, the state Department of Environmental Conservation is proposing a plan to mitigate damage to fish populations by regularly shuttering Indian Point from May 10 to Aug. 10.

Though temporary, such a closure would represent the biggest (and arguably only) victory for opponents of the plant, which Governor Andrew Cuomo has pledged to try to close permanently.

But the state will need to figure out the answers to some difficult questions before any such plan could be implemented.
