Tyre: Town Board approves amended casino plans

TYRE — After 31⁄2 hours of often-tedious review, the Town Board voted 5-0 Thursday to approve the amended site plan for the proposed Lago Resort & Casino.

The amended plan differs from the original site plan approved by the board June 12 in these ways:

• It increases the total footprint of the building area by 46,400 square feet by lowering the number of floors of the parking garage from six to four, reducing the height by 24 feet, and increasing the size of the garage.

STAR LAKE — Oil was so cheap when Jones & Laughlin Steel Corp. was at its heyday in the 1950s that the company paid little mind to what it was losing through probable leaks in underground pipes that funneled the oil from above-ground storage tanks to a processor.

“What they lost was negligible to them,” said Gary P. McCullouch, state Department of Environmental Conservation regional spill engineer. “Over time, it was a lot of oil.”

By the 1970s, the plant’s operations diminished, and it ultimately shut down in 1978.

A decade later, DEC learned of an oil spill in the Little River, a tributary of the Oswegatchie River.

James Zecca likely will be on the Conservative Party line this November after receiving the county party’s endorsement.

And, after a state Appeals Court this week upheld a State Supreme Court decision, the former Democrat city councilman likely won’t be on the Democratic Party line during the September primary.

But there are some who say Zecca – who is seeking an at-large council position — shouldn’t be on the ballot at all, citing the term-limit clause in the city charter.

Councilman Jack LoMedico, D-at-large, who is running for re-election, and Common Council President Frank Meola, a Democrat, have filed a petition in state Supreme Court declaring Zecca ineligible to run for the council due to term limits.

Rensselaer officials delivered a written proposal Friday afternoon in an effort to secure Albany's exclusive support for a state license needed to open the proposed Hard Rock Hotel & Casino Rensselaer.

Special Counsel Paul Goldman was dispatched across the Hudson River to meet with Albany Corporation Counsel John Reilly and outline the proposed contract.

"The legal representatives of both cities met today. The city of Rensselaer presented a written proposal," Rensselaer Mayor Dan Dwyer said.

Auburn -- Onondaga County Executive Joanie Mahoney, former NBA and Syracuse basketball star Derrick Coleman and Rep. Dan Maffei are among the anglers slated to fish Saturday morning in the Bassmaster Governor's Challenge fishing tournament on Owasco Lake.

Gov. Andrew Cuomo's challenge is designed to highlight and promote fishing and vacationing opportunities in Upstate New York through a competition "featuring special guests, including some of the biggest names in professional bass fishing."

The guests will be paired with 15 professional Elite Series anglers who fail to make today's cut for Saturday's semi-final competition in the A.R.E. Truck Caps Bassmaster Elite Series tournament currently underway on Cayuga Lake.

Fishing is big business in New York. "It generates $1.8 billion for our economy and employs 17,000 people. The FInger Lakes are one of New York's and the Northeast's top fishing destination. There are an estimated 128 species of fish in the Finger Lakes," according to a press release from the governor's office.

Kinda a weird thing that Gov Cuomo chose THIS location TODAY to have a bass tournament, given the ESPN extravaganza in Union Springs (10 miles away). I grew up on Cayuga Lake (my father drowned in the lake in 1968 after saving my sister from a similar fate) and I personally know where the bass hang out.

9. City Democrats back Ferrari's bid

The youngest son of a popular local restaurateur has been endorsed by city Democrats for a City Council seat.

John Ferrari, 27, was selected Wednesday night by the city Democratic executive committee over four other contenders.

Ferrari, who was born and raised in the Electric City, is the owner and funeral director for Ferrari Funeral Home LLC on Union Street in Schenectady.

11. Steuben to accept state grants for crisis outreach

The Steuben County Legislature is expected to accept state funding totaling $740,000 to expand crisis outreach services when it meets 10 a.m. Monday in the county office building in Bath.

The grants from the state Office of Mental Health are designed to provide mobile crisis outreach services and support home-based programs, according to the county.

GENEVA — The Cornell Agriculture & Food Technology Park’s new director says he has businesses that want to locate here but no place to put them.

John Johnson told Ontario County supervisors Thursday that he hopes to fast-track the construction of a light manufacturing facility to accommodate those companies.

“We talk about being shovel ready, and we are,” he said. “But I want to take it to the next level so that we are ready in a very quick time to generate a building and capture that economic opportunity that is knocking on our door.”

The supervisors, who normally meet in Canandaigua, convened Thursday at the New York State Agricultural Experiment Station’s Jordan Hall to hear from Johnson and Tom Burr, the station’s director.

13. Dispute with rail company blocks town's access to lake

PUTNAM -- A 12-acre parcel with beautiful views, 1,275 feet of lake front property, access to Lake Champlain and unlimited possibilities sits vacant and unusable in the town of Putnam, cut off by a railroad crossing that should be open to the public, according to Town Supervisor John LaPointe.

His options in getting the area open are similarly blocked, he said, since Canadian Pacific Railway has asked the town to take charge of closing a farm crossing just north of the proposed public crossing on the tracks.

The problem with that request, said LaPointe, is only the railroad company has the authority to close the crossing.

“The railroad crossing doesn’t belong to the town,” he said. Authority to close the crossing, he said, is given to both the land owner, currently Irving Cummings, and the railway company in an agreement drafted in 1959 that states either the owner of the land where the farm crossing exists or the railway company may terminate the crossing by giving 60 days notice.

SYRACUSE, N.Y. -- Controversy surrounds the possible future of I-81 and in Syracuse local artists addressed some of the community's concerns with an art installation called "Urban Rest Stop."

The artwork was the winner of an architectural competition and highlights the ways interstate 81 has affected the city.

The Sept. 2 deadline is fast approaching for public comments on which Interstate 81 options the state Department of Transportation should study further, and which options aren't worthy of further study. This is known in government speak as "scoping,'' and ideas that don't make it past the scoping process are done for.

That explains the furious public lobbying from Destiny USA, which wants to preserve its direct line to the interstate, and from downtown developers, who see an opportunity to make better use of the prime real estate that currently resembles a concrete canyon through the city. Each group has put forward its own plan for inclusion in the final scoping document.

17. Finance committee approves sale of properties to be converted into veterans housing

TROY >> The City Council Finance Committee unanimously approved the sale of the properties at 555 and 557 Second Avenue to the Troy Housing Authority during its Aug. 21 meeting. In turn, THA will convert the properties, located across the street from the Edward A. Kane senior apartments, into housing for veterans.

The adjacent property at 559 Second Avenue, which is set to be acquired by the city, will also be sold to THA, which will demolish the structure to provide parking and greenspace, according to Deputy Mayor Peter Ryan. It is uncertain how that demolition will be paid for at this time.

The project is slated to begin this month.

20. OBPA marketing push boosts truck traffic at Ogdensburg-Prescott International Bridge

OGDENSBURG — A marketing campaign aimed at convincing Canadian truckers that using the Ogdensburg-Prescott International Bridge can save money and time is already paying dividends in the form of increased traffic across the international span, according to Ogdensburg Bridge and Port Authority officials.

John A. Rishe, OBPA director of Commercial and Industrial Development, said Monday that commercial truck traffic across the Ogdensburg-Prescott International Bridge has increased roughly 10 percent since the OBPA hired Canadian marketing firm McLellan Multimedia Group Corp. of Toronto to create an online strategy to promote the bridge’s usage among Canadian truckers.

Mr. Rishe said the uptick in usage is significant given that traffic across the international span connecting Canada and the United States had previously been waning.

“We hadn’t done any marketing in some time. Our bridge numbers were down,” Mr. Rishe said.
