Advocates shift public finance push to Cuomo

ALBANY—Advocates of a system of public campaign finance are shifting their focus from the State Senate to Governor Andrew Cuomo in the final weeks of budget negotiations.

The Public Campaign Action Fund has released a new television advertisement and revised an existing spot to more prominently mention the governor, a Democrat, who has said he supports changes to New York's porous campaign finance laws but has also made use of the current system to raise millions.

Cuomo included a system of public campaign finance in his executive budget—an unprecedented move that was lauded by good-government groups—as did Democrats who dominate the Assembly.

The State Senate, which has been seen as the principal roadblock to such a change, said unspecifically that it would “modify” Cuomo's proposal.
