Barbara K. Allen was appointed by the General Assembly upon recommendation of the Speaker of the House on January 1, 2007, to a term expiring December 31, 2010. She was reappointed by Governor Perdue for another term expiring on December 31, 2014. Ms. Allen, who attended Peace College, is a former chair of the North Carolina Democratic Party and a retired Carolina Power & Light executive. She serves in numerous community leadership positions, including serving on the Public School Forum, the NC State University 4H Foundation, the NC School of Social Work, Lillians List Board of Directors, and as an emeritus member of the Meredith College Board of Trustees. Ms. Allen has been the recipient of many awards, including the Distinguished Women of North Carolina Award, the A.E. Finley Distinguished Citizenship Award, the YWCA Academy of Women in Business Award, the Triangle Journal Women in Business Lifetime Achievement Award, and the Wake Education Partnership Outstanding Leader in Public Education Award.
Francis X. De Luca

Francis X. De Luca is currently the President of the Civitas Institute, a non-profit think tank located in Raleigh, NC. He graduated from UNCW and received a Masters in Political Science from the University of West Florida. He completed the North Carolina Governors Executive Management Program in 1991. He served on active and reserve duty with the United States Marine Corps and served two combat tours. He retired with the rank of Colonel in 2011 after 30 years of service. Prior to being recalled to active duty in 2002 he ran a consulting and direct mail business. He and his wife Cynthia have two grown daughters and reside in Cary.
