At various locations there are bikes locked in racks, and you pay with a credit card to unlock the bike and use it for some period of time. Then you can return it to the same location or a different one. I don't think they ever get stolen because they are a hideous but distinctive chartreuse color, but you see them all around the lakes. Seems like a pretty good idea.
