ADA allegedly revealed identities of confidential police informants to drug dealer

"First assistant York County district attorney William "Bill" Graff resigned from office under a cloud on March 19, 2009, following allegations raised by local and state police. Assistant DA Graff allegedly revealed the identities of confidential informants (CIs) to a drug dealer who was the son of one of Graff's close friends.

Pennsylvania Attorney General Tom Corbett, a political supporter of York County Republican District Attorney Stanley Rebert, refused to investigate or prosecute ADA Graff.

DA Rebert is running for reelection, and AG Corbett has participated in Rebert's campaign events.

With AG Corbett seen as protecting Republican allies Rebert and Graff, police then referred the allegations to investigators with the U.S. Justice Department."

In a town gone bad everybody has their place.

As a woman, Becky Downing didn't know her place in the old boy's courthouse. Her place was to go along, and shut up. Becky Downing was Chief of Detectives of York County, Pennsylvania.

In her four years as chief detective, Downing says she uncovered a "culture" of illegalities and improprieties in the Republican-controlled courthouse.

Her boss, Republican District Attorney Stanley Rebert, fired her in late 2004. In early 2005, Chief Downing filed a federal civil wrongful termination lawsuit against DA Rebert.

Downing's lawyers, over the next year, took the sworn testimony of more than two dozen law enforcement officials, courthouse personnel, and others. In July 2006, Downing's attorneys gave upwards of a thousand pages of the federal court records to two criminal investigators working for Pennsylvania Attorney General Tom Corbett.

Becky Downing hoped AG Tom Corbett would help stamp out the blatant courthouse corruption. But Corbett had his own reasons not to help... "

In 2005, a civil suit was brought against York County District Attorney Stan Rebert that made some very damaging claims regarding Rebert's management of his office. See the original filing here.

Under pressure to call for an independent investigation of his office, Rebert had several options on who to choose to conduct the investigation: the Pennsylvania State Police, the York Police, the Federal Bureau of Investigation, the Pennsylvania Ethics Commission, or his close political ally Attorney General Tom Corbett. Not surprisingly, Rebert chose his Republican buddy Tom Corbett. Both men have endorsed and supported one another over the years in their campaigns. ... Corbett and his investigators then proceeded to ignore the evidence and look the other way."

1. It's good to point out the tie between Graff and Corbett.

But please note, the info is from 2009 and Rebert lost in his re-election bid. I'm curious if the atmosphere of courthouse corruption still exists.

2. Becky Downing's lawsuit against Rebert was settled out of court for $200,000

Former chief county detective Becky Downing and York County District Attorney Stan Rebert settle a lawsuit filed by Downing in February 2005 against her former boss. The county’s insurance carrier agreed to pay Downing $200,000 and made other non-monetary concessions.

I would imagine that a trial would have resulted in some very damning evidence against Rebert and his buddies, including Corbett, being covered by the press. How convenient that the taxpayers get to foot the bill through increased insurance premiums.

David Freed has been the Cumberland Co. DA, but before that, guess in what County DA's office did he work?
