There's no reason PennDot couldn't mail it once the voter has been authenticated by all the other crap, including the state's own health records. Plus it only applies to voters born in PA. That is unbelievable. Hopefully this is so onerous—for the elderly, and the disabled, and rural people who live far from PennDot offices— that the judge will issue the prelim injunction to bar the law. What obvious crapola.
