http://www.midatlanticbx.com/newsroom/tabid/59/vw/1/itemid/74/pa-department-of-education-recommends-extending-moratorium-on-construction-funding-program-.aspx

Over the past decades, the PA. state government has provided $7.8 billion to local school districts to help subsidize the cost of new schools and school renovation projects. Until last year.

Starting in October 2012, PA. placed on moratorium on accepting new applications for the funding of new schools and school renovations. In May 2013, the State proposed to extend the moratorium, with an unknown end date.
