After Florida loophole closed for concealed weapons, Rep. Senator tries to open new loophole

For example, they may refuse to issue a permit for someone who has multiple arrests but no convictions. When someone was refused a Phila. permit in the past, they did a mail order permit from Florida, but AG Kane closed that loophole.
Now, a Repub. Senator from central PA. is proposing to allow Phila. residents to go to any neighboring PA. county to get their permit.
