The court hearings for the legal challenge against PA.'s photo ID requirements are continuing this week.
A new study has concluded that confusion about the ID requirements resulted in 35,000 voters not coming to vote in last year's election. The courts had delayed implementation of the law, but the state was still paying for ads in minority neighborhoods telling people they couldn't vote without a photo ID.
