with conviction, which is done by the Senate. Bill Clinton, for example, was impeached but not convicted. Cruz, a Harvard Law grad, ought to know better, and almost certainly does.

The term "impeachment" is not well-understood by the general public; they think it means kicking a president out of office (notwithstanding Clinton's acquittal not all that long ago). He is using the term to get his knuckledragger base all wound up, but he knows what it means.
