CPS sought in 2013 to remove the 6 children killed Saturday

HOUSTON -- Child Protective Services officials filed a lawsuit in 2013 to remove the six children killed in northwest Harris County on Saturday from their home, warning they were "in immediate danger."

But the lawsuit was dismissed about six months later for reasons that remain unclear. The judge did not return phone calls, and Department of Family and Protective Services officials declined comment, saying the records were "confidential."

What emerges from the court filing is a string of allegations dating back nearly four years against Valerie Jackson, her husband, Dwayne Jackson, and her ex-boyfriend, David Ray Conley. The children, then ages 4 to 12, told caseworkers they were left unsupervised and "whooped."

Caleb Jackson, a 7-year-old "special needs child," was discovered wandering in the middle of a busy intersection by their home one summer night in 2013, according to a DFPS affidavit filed with the court. Another boy talked about "getting whooped all the time for things he does not even know about."

in CPS. Maybe being overworked has everything to do with it along with the inherent stress of the job.

I know of a situation where the mother had been on drugs while pregnant. After the birth, the investigation and checking up continued. When she came up positive again, the CPS worker loudly exclaimed that she either was on drugs, or she must have taken something for allergies or a cold. Of course the mother proclaimed innocence and that she had a bout with allergies. Case was closed without any further supervision.

The mother's drug use got so bad that the older stepchildren living with her told their dad that she was scary, out of it, they were taking care of the baby anyway, and that they'd leave if he didn't kick her out.

I don't understand why the state didn't remove these poor kids.
