State alleges more Medicaid fraud by troubled Dallas dentist

The Texas Attorney General's new lawsuits are the latest legal troubles to face Dr. Richard Malouf and his Dallas-based All Smiles dental empire. (Courtesy photo)

A couple of months ago, Dr. Richard Malouf agreed to pay the feds and state $1.2 million to settle allegations that he and the business he founded, All Smiles Dental Center, billed Medicaid for orthodontist services he didn’t provide.

But he might be out more money, if the Texas Attorney General’s Office succeeds on two new lawsuits that allege further fraud, overbilling and patient recruiting that have “cost the State of Texas many millions of dollars.”

Our colleagues at WFAA-TV (Channel 8) have posted copies of the AG’s lawsuits, which build upon previously sealed whistleblower complaints made under the state’s Medicaid Fraud Prevention Act and past reports by the station.

Dr. Malouf and his companies declared bankruptcy after WFAA had reported on allegations he – and other dentists throughout Texas — charged unnecessary or improper dental procedures to Medicaid, the state-run health-care program for the poor. Dr. Malouf’s All Smiles Dental offices were spread throughout Dallas-Fort Worth, and he had “amassed a multi-million dollar mansion, corporate jets and luxury vehicles,” according to WFAA.

Why's HE troubled? Now, the state and Medicaid, they're troubled - they're out a buncha money for nothing.

But HIM? HE'S not troubled.
