Ex-council member pleaded guilty to bribery before she died, but indicted Dallas developer claims she was going to recant
DALLAS -- Carolyn Davis has been dead for two months now, her life and her daughter's life cut short by an admitted intoxicated driver. But had she lived, she we: ould have recanted the guilty plea that made her a felon and stained her public career.
At least that is the latest defense that is being offered by low-income housing developer Ruel Hamilton, whom federal prosecutors have charged with funneling $40,000 from 2013 to 2015 to Davis for her support for an affordable housing project near Joppa in southeastern Dallas.
Whether that argument will fly in court remains to be seen.
Hamilton's attorneys are basing their claim on sworn statements from three people who aren't connected to the case, including former council member Diane Ragsdale, whom Dallas County Commissioner John Wiley Price referred to as Davis' "political mother" at her funeral in July.
