I went to the Texas Secretary of State site and it indicates that Bexar county (San Antonio) and Webb county (Laredo) have hardly returned any results for the Cuellar/Cisneros/Benavides race.

Jim Hogg and McMullen counties have reported all precincts. I grew up in the county east of McMullen county so I can only laugh at the vote totals: Cuellar won that county with five votes while Cisneros received 3 votes.

Here is the authoritative source if you want to view more details:

The race has flipped towards Cuellar who at one point went over 51%. The latest SOS report shows Cuellar at 49.98%, Cisneros at 45..38%, and Benavides at 4.7%.
