It looks like TX-28 will have a runoff between Cuellar and Cisneros
but just barely. Based upon the results below, Cuellar would only need to flip 10 votes from the other two candidates to avoid a runoff election. The vote totals are also close enough that recount provisions may apply.

Henry Cuellar; 26,016; 49.98%
Jessica Cisneros; 23,620; 45.38%
Tannya Benavides; 2,414; 4.64%
